The House approved a $9 billion rescissions package late on July 17ᵗʰ, sending the bill to President Donald Trump for signature and completing the first successful use of the Impoundment Control Act’s fast-track process since 1999. The Senate had cleared the legislation earlier the same day, 51-48, after trimming the original package by $400 million to preserve funds for the President’s Emergency Plan for AIDS Relief.
